Google and Yandex proposed translation in the test server for Section Translation is not working.

Description

Steps to Reproduce: I tried to translate from en to bn on the test server. It shows the original English text in the proposed translation from Google/Yandex.

Actual Results: The proposed translation from google and Yandex is shown in English as shown in the screenshots below,

Expected Results: When you click on "Translate this section, the proposed translations from google and Yandex are supposed to show in Bengali.

Cloud test instances cannot have Google/Yandex Machine Translation as it requires private API keys, which can not store in instances safely.
