The employer data file path settings here https://civicrm.wikimedia.org/admin/config/wmf_civicrm/matching_gifts needs to point to the actual location on the server that the file will be deployed to on live.

Looks like this is a fine location and does not need updating - the path exists on the civi box and the drush user is able to write to the directory. We have a separate process to copy the file to our deploy server and push it out to payments-wiki.
