Get traffic team green light for Cloud NAT to wikis change

Description

Before introducing the change in the parent task (https://wikitech.wikimedia.org/wiki/News/CloudVPS_NAT_wikis), we would like to get a green light from the Traffic team.

@BBlack mentioned that all cloud -> wikis traffic using a single SNAT address may hammer their LVS layer, which is designed for other kind of traffic patterns.
He suggested we may use a IP address pool rather than a single address, which is something we can definitely explore, which could also help with T273730: potential NAT overflow

The swap of Traffic for Traffic-Icebox in this ticket's set of tags was based on a bulk action for all tickets that aren't are neither part of our current planned work nor clearly a recent, higher-priority emergent issue.
