Reduce default page weighting on wikitech and mediawikiwiki for pages with "Historical" or "Archive" templates

Description

An obstacle brought up by some WMF folks in recent conversations about key technical documents was the discoverability of relevant content (to read and/or update) on those Wikimedia wikis which host technical documentation.

I'll boldly propose to lower the page weighting by default

  • for pages on mediawiki.org which include {{Template:Historical}} and
  • for pages on wikitech.wikimedia.org which include {{Template:Archive}}.

There might be more such templates; these are the ones I'm aware of.

(Unrelated, but for completeness: I am also wondering if translation subpages could also have a lower ranking (or be somehow "bundled" in the search results UI on mw.org) as translation noise was also brought up when talking about more useful search results.
I'm personally aware that manually entering "searchterm" inlanguage:en -hastemplate:"historical" is possible, but it requires folks to be aware and to remember / look it up and to manually enter each time.)

Checked wikitech, Template:Archive is already set to 1%. I'll note that on wikitech Template:Archive redirects to Template:Historical. hastemplate:Archive returns zero results, while hastemplate:Historical has many. Someone with admin rights on wikitech will need to edit https://wikitech.wikimedia.org/wiki/MediaWiki:Cirrussearch-boost-templates and change Template:Archive into Template:Historical.
