Remove "Switch to old look" from the sidebar on the first-batch test wikis

Description

Thesis: over several months, logged-in users of French, Hebrew, Farsi, etc. Wikipedias have had plenty of time to switch from the new Vector to Legacy Vector. Having an additional, bold link this long is "disturbing".

We might:

  1. Optionally: ask more users for opinion / check the click-through rate first.
  2. Then:
    1. Remove the link, or
    2. Make the link similar to the rest of the links in the sidebar (-bold, +standard line-height).
    3. Ask the community for objections, and if there's no red light, proceed either with #1 or with #2.
    4. Not change the link at all.
      1. Optionally: suggest how to modify the link via MediaWiki/user's CSS.

The link is hardcoded into the template so it's not possible to disable it per wiki and I'd rather we didn't do this as it would add additional complexity to the code. Could we perhaps consider removing it from all wikis if enough time has passed?

As a compromise perhaps wikis could hide this via site CSS as they see fit.

Do we have a feature flag for this? Would it be possible to add one? As we're deploying to more wikis I see us in a position where:

  • The initial set of pilot wikis don't need the link anymore at all
  • The new set of pilot wikis still need the link

We do not have a feature flag right now. We can add one at cost - task to add it, a task to later remove, more risk of UI regressions relating to the link being there or not given the resulting permutations of the UI.

Let's keep this task on hold for right now - tagging it as low, but would like to revisit once we have more data on the opt-outs from T269664: Determine opt-out rate for desktop improvements feature on test wikis pt 2
