Linter does not detect stripped cite tag inside ref tags

What happens: Linter does not find any errors.

Expected Results: Linter should find a stripped cite tag.

In the second version, ref tags have been removed, and Linter properly finds a stripped cite tag.

I haven't tried all possible permutations of this problem, so I don't know that this bug report title is 100% accurate, but it fits the A/B test that I performed.

Is there a reason that this bug report is stalled? It is over two years old.

I have read that essay. I understand my part of it, which is called "How I can influence what is worked on?" I have done all of those things. I do QA and bug reporting. I have tried to participate in the Community Wishlist Survey, which is a wildly discouraging process. I respond to requests for feedback from WMF staff on en.WP. I track down MediaWiki.org discussion pages and wade through the unusual interface to try to be helpful. I try to be polite and to provide clear, concise examples on Phabricator so that developers can replicate and fix a problem. I believe that I have performed my role correctly. Now it is time for developers to fix a bug.

The link to contribute a patch leads to https://www.mediawiki.org/wiki/Gerrit/Tutorial, which is a remarkable piece of work that I can't even begin to understand. You might as well suggest that I contribute an essay in Swahili.

Any developer is welcome to volunteer to work on fixing this issue. Nobody has done that yet. That's why there has not been progress. (I hope the essay covers that.)
