Description

Reproduce:

  1. do not log in
  2. view https://notwikilambda.toolforge.org/wiki/Special:CreateZObject

Expected: We should an message that user can not create a ZObject
Actual: The interface is displayed as normal

Note: Interface should also not be displayed if user is blocked

We should put this more prominently (as part of T270304: Design a "Publish" component) and parse the message as wikitext, but this is done.
