Decom dbmonitor2001

Description

Initially dbmonitor2001 was created for migrating tendril to buster. This has been replaced by dborch1001 in the mean time and if Orchestrator gains DC redundancy, it would use a dborch2001 VM, so it seems to be dbmonitor2001 can simply be removed?
