We are working to move many configuration to on-wiki pages, see the parent task. This will require a service that will handle config-related issues. However, we currently have a service called GrowthExperimentsConfigurationLoader and GrowthExperimentsConfigurationValidator that imply they handle GrowthExperiments-wide configuration, while they're actually newcomertasks-specific.

Let's rename those services to NewcomerTasks-specific name, so it's less confusing for when we actually merge patches that will work on the parent task.
