Translation dropdown not available on File: page after translating a specific SVG file on Commons via svgtranslate tool

Description

Dear all.

I've been using svgtranslate tool to translate the following svg document: https://commons.wikimedia.org/wiki/File:Isabella%27s_invasion_route_(1326).svg
However, the translation failed to show up even thought the tool have reported the success of doing so.

I am not sure if it the problem lies on the document or the tool, so I turned up here to seek help.

This is a rather strange SVG file. Which software was used to create it?
Already the first, initial revision of the file (17:29, 10 January 2021) includes interesting bytes between </marker> and </defs>.
Then between the last two revisions (12:52, 12 January 2021 and 12:37, 12 January 2021), it seems that the last revision removed a lot of line breaks.

systemLanguage="zh_HK" was added in the last revision, but there is no language dropdown on the File: page on Commons, which I assume is the bug here?

The SVG is created by inkscape, the base map is downloaded from another file on Commons.

As I am still a beginner for SVG, I am not sure how to deal with the coding problems. Therefore some helps would be needed :)

File is > 256kB, so dupe of T270889. See also T270999.

File also has flowRoot element, so it is not SVG 1.1.

Did not find an improper zh_HK langtag, but that would be a dupe of T271000.

That file is 652 kB, so it is a dupe of T270880 and T270999.
