Hi,
I am a sysop on pt.wikipedia. Since at least 19th February I can not grant (nor remove) confirmed user flag. The group does not appear on the interface, see images below. Another sysop has been experiencing the same issue since today.
Also, the group does not appear on the dropbox menu of special:listusers, see third image below. (This happens in all languages I tried)
I have already tried to clean cache, change browser, OS, and computer.

Not sure if this is relevant, but the confirmed group also does not show up for logged out users.
It also shows for me in Special:UserGroupRights:
The group not showing at all is really weird, even more weird than just not showing in the right column in special:userrights.
Can you confirm whether this is still an issue for you? If it is, is it a single-admin, or multiple admin issue?

It works fine in Special:UserGroupRights even if I am not logged in, but the rest is still not working.
There is a second admin who is not able anymore to grant confirmed user flag.
As @Chicocvenancio said, 'confirmed user' does not show up in the menu for logged out users.
I have the same issue on es.wiki. I am unable to add this user to the confirmed users user group because it does not appear. https://es.wikipedia.org/wiki/Especial:PermisosUsuarios/Tlakwilo
