This is due to those hypervisors (cloudvirt1019/1020) not being configured to use ceph at all, as those are toolsdb reserved ones using local storage. The previous canaries might have been from before ceph. They should not run canaries anymore as the toolsdb instances running in them should be there all the time anyhow.
