Go here: https://en.wikipedia.beta.wmflabs.org/wiki/User_talk:185.157.15.111 (production example: https://cs.wikipedia.org/wiki/Diskuse_s_wikipedistou:89.239.6.142)
Add new topic using the New Discussion Tool.
After publishing MediaWiki:Anontalkpagetext disappears.
