It was to replace them in preparation for removing the feature from MediaWiki (or disabling the feature since that hasn't happened yet). They aren't fully replaced until the software stops making them.
The challenge is not the config (which is trivial), but the careful series of announcements to the wiki to make sure people are aware of it coming and given the opportunity to object. Doing so just for enwiki is a start, especially as there's a relatively settled view there, but we have a thousand other wikis to manage too and very few community liaisons to run such things.
I think it's fine to continue with this specific config change, but the wider work isn't likely to move forward significantly at this rate, sadly.
