Indicate that the time in UTC

Description

The history page shows revision times. The time is in UTC, but there is no indication that it is UTC, as, for example, it is in every signature in discussions. Many readers do not know about the fact that this is the time of the Wikipedia servers and think that the pages in their language show the local time.
Because of this, articles often appear even in the press and mass media that pages on Wikipedia are created before the events occur. E.g. 2015 https://ru.wikinews.org/w/index.php?oldid=378219 2020 https://ru.wikipedia.org/w/index.php?title=Википедия:Форум/Вопросы&oldid=112661024#Горе-расследователи
Even in the Help pages https://meta.wikimedia.org/wiki/Help:Page_history https://www.mediawiki.org/wiki/Help:History it is not clearly written about the default time output in UTC.

Perhaps it would be clearer for unregistered users somewhere at the top in the legend to show additional text describing the interface saying that the time is UTC.
