Description

Problem:
We want to show a banner inside the Query Helper.

Mockups:

Copy
Query Helper Banner: "Do you need help creating a query? Try out the improved Query Helper to create a query without SPARQL."

BDD
GIVEN a user opening the Query Service
WHEN the user is viewing the ‘Query Helper’ Expanded Left Sidebar Modal,
THEN a banner informing about the new Query Builder will be visible on the top of the ‘Query Helper’ Modal,
AND it can be closed by clicking on the ‘X’ icon

Acceptance criteria:

Links open in new tab
Once dismissed the banner is not shown again to the user
