Use case: New folks show up stating "I want to contribute to Wikimedia code and I know programming languages X, Y, Z."

See e.g. "language bubbles" on https://www.mediawiki.org/wiki/Wikimedia_tutorials (as of 10/2020 that's static, check T263766: Prototype user script for adding filter behavior to the Wikimedia tutorials page again), and language info on https://doc.wikimedia.org/

Probably means JavaScript, client side.

Alex says this could also have a (more static) page per programming language that just lists items. Could be diven more into when doing user testing.
