wmcs.backups: skip VMs in BUILD status

Description

Some of the VMs might be in BUILD status, that means that they might not have a volume/image yet, so we can't really
back them up, and currently the backups are failing because of that (see T276892).

This task is to make the backups script skip machines in 'BUILD' status when checking what to back up.
