VE contains a directionality switcher that is presumably useful when writing in a direction different to the content language's, e.g. writing in Hebrew/Arabic on a multi-lingual wiki such as metawiki or mediawiki.org.

This should be made available to users of the reply tool. The main issues are finding a place in our limited toolbar for it (see also T277241), and enabling the toolbar in source mode (T257391).
