Acceptance criteria

Add a Docker container to Wikimedia OCR so that engineers can more easily contribute.

I have been able to build and run the docker container provided by the project (on Debian Buster).

This is mainly a developer thing (it makes it easier for them to develop locally), so not much else to test.
