Toolhub is tracking versioned history of toolinfo records. It is also allowing the "owner" of a record to delete it. Currently that deletion is a "hard" deletion which removes the toolinfo record and its history from the database completely. Wikimedian's are likely to be more used to a "soft" delete which removes the record from normal use but retains the historical data in a way that allows recovery in the future by a user with sufficiently advanced rights.
