Add links: "Works cited" displays add links suggestions

Description

Note: The case might be specific to only enwiki betalabs, but filing it to check if Add links algorithm effectively eliminates articles sections that do not need to be processed.

  1. enwiki betalabs Special:Homepage Add links (structured task) has only one suggestion -

  1. Clicking on the suggested article, a user will be directed to "Works cited" section of the article - https://en.wikipedia.beta.wmflabs.org/w/index.php?title=The_Wiggles&veaction=edit

Although, PDF and The Encyclopedia of Australian Rock and Pop are the titles of existing articles, the fact that they are in "Works cited" should exclude them from Add links suggestions.

@Etonkovidova as I understand the business rules, it's correct for the link recommendation algorithm to offer suggestions here. But even if we did want to change the rules around tht, the "Works cited" section is just a regular wikitext header, there's not a (easy) way for the VE plugin or for the algorithm to know that this should be excluded somehow. (cc @MMiller_WMF)

Yes, "Work cited" (unlike References, Footnotes, External links) is just a section, hence, the add links recommendations could be there. I think the point of this task is to be more watchful of various article structures, and see if there are more cases when the algorithm is not that effective. Even "Work cited" is specific to enwiki only, it'd be useful to think of the flexibility of the algorithm.

Given that the first SDoW project will be section tagging, IMO section-specific behavior is better addressed in the future when that infrastructure is available.
