Provide a more expansive test suite for the built-in functions in the orchestrator

Description

function-orchestrator code can be found at https://gerrit.wikimedia.org/g/mediawiki/services/function-orchestrator

Builtin function tests in function-orchestrator only assess the happy path at present. Error cases should also be tested: wrong types, missing arguments, invalid return types/arguments, etc.

Code coverage should also be tested.
