A volunteer realized when we updated the docs that tools.db.svc.wikimedia.cloud doesn't actually work.
I checked https://phabricator.wikimedia.org/source/operations-puppet/browse/production/modules/openstack/files/util/wikireplica_dns.yaml and I don't think we have it set up.

I've reverted the docs that pointed at the new domain name https://wikitech.wikimedia.org/w/index.php?title=Help:Toolforge/Database&oldid=1905017, we can revert that revision once it is done.

Since the script is not very amenable to creating cross-zone CNAMES, I just made them by hand for these three until we can make the eqiad.wmflabs A records into wikimedia.cloud A records in the Future. It works now.
