After T224579: Migrate irc.wikimedia.org/kraz to Buster happens, we can make irc.wikimedia.org less of a SPOF by having a spare ready to go in eqiad. It would still require a manual DNS switch to failover. Alternatively clients that support connecting to a list of servers could include both irc1001 and irc2001 in their config (unsure if we want to recommend that though).
