Toolforge: clarify usefullness of 'deb-tools.wmflabs.org' and refresh it if so

Description

There is a horizon webproxy set up for deb-tools.wmflabs.org that points to the services node in Toolforge.

Moreover, this could probably benefit from a migration to the wmcloud.org domain.

The notion is so that there's a stable thing to use in docker builds (and to allow local development on them). I *think* that's the only user of the name, but I cannot guarantee it.

Ok, so I propose we use wmcloud.org instead. We can leave both FQDNs until we are confident in dropping the old one.
