Description

As an android client I would like to consume production data for unillustrated articles with at least one suggestion.

We should extend our data pipeline to provide a variant of prod data that meets android needs.

Acceptance criteria

The dataset contains only data for unillustrated articles with at least one suggestion.
Data is available as a set of TSV files (one tsv per wiki)
A script for creation and ingestion of a sqlite db is provided
