Allow section translation by anon users

Description

Section translation by design, should not have any hard dependency on logging in by users. Whether we allow anon users to translate sections in a wiki is a production decision. Make it possible to translate sections by anon users and control it by a configuration.

@Pginer-WMF A nuance I noticed while working on this is, while publishing, we cannot give options for chosing target under Username. Should we hide the publish options altogether or remove that particular option alone? I prefer hiding publishing options(the cog icon) since there is nothing else to chose in this case.

I was planning to add more details before we added it to the sprint (i.e., in the priority backlog column). Not sure why this become in our focus now. I'm moving it back to the backlog and will update later. Let me know if there is a reason to jump on it before the other 20 tickets in priority and we can repriorize. Thanks.
