Use SpeechoidLexiconStorage directly rather than LexiconHandler that also communicate with the local lexicon.
This is for performance and security review. There is no need for them to test the temporary transient WAN cache based local lexicon.
We should go back to LexiconHandlas as soon as we have implemented the persistent local lexicon with revision history and rollback features.
