Add a link engineering: exclude disambiguation pages

Description

There are certain types of articles that we do not want to suggest to users for adding links, because those articles are not productive places for links by newcomers. One of those types is disambiguation pages -- we do not want to suggest those to newcomers.

This is similar to work that Platform Engineering is doing for image suggestions in:

This is not required for our initial release to pilot wikis, but I understand if it makes sense to do it before the initial generation of tasks so that we would not have to regenerate them to remove disambiguations later. @kostajh, what do you recommend?
