I can also reproduce this in production, e.g. on https://en.wikipedia.org/wiki/Special:Export

I guess it is related to T278343. I gave it a try on https://en.wikipedia.org/wiki/Special:Export using:

Mathematics
Philosophy

And that yields a 0 byte XML file. Nice.

Annoyingly that was found on Beta-Cluster-Infrastructure last week but was not flagged as a blocker :-\
