I got the title error trying to help User:WPPilot to overwrite his latest video with free audio from 1.67 GB (1,799,786,834 bytes) https://1drv.ms/u/s!AmyFn0U7_rmJpAr8kIaBiqG3pRXd?e=MXgPAm to https://commons.wikimedia.org/wiki/File:J_Class_World_Championship_-_Newport_Shipyard_by_D_Ramey_Logan.webm per https://commons.wikimedia.org/wiki/Commons:Village_pump/Copyright#File:J_Class_World_Championship_-_Newport_Shipyard_by_D_Ramey_Logan.webm_non-free_audio using https://commons.wikimedia.org/wiki/User:Rillke/bigChunkedUpload.js set to Chunk size: 20480 KiB with "use stash and async (recommended for large videos and photos)" dimly checked. The file in my UploadStash is 188u6ce1cs00.l74h5t.122116.webm. The failure was after 2142s AKA 35m42s spent by one or more WMF servers in the finalize part.

I tried to publish the file in my UploadStash anyway using a community tool, it said to try back tomorrow. I also started another upload of the same file with "use stash and async (recommended for large videos and photos)" unchecked, and I will check progress after I sleep.
The second attempt failed with stash 188ub70n674k.lpxppz.122116.webm and the following (trying again with the original formulation):

The status of the checkbox appears to be dimmed only after the attempted upload starts.
I sometimes get sequences like the following, which is also concerning (indicating a stuck status for upwards of 30s):

I have the same issue. I attempted uploading with UploadWizard and with Rillke/bigChunkedUpload.js. In both cases, the file is uploaded to UploadStash but is not published. When I use UploadWizard, I get "The server did not respond within the expected time." When I use bigChunkedUpload.js, I get "…: FAILED: stashfailed: Internal error: Server failed to publish temporary file." See log1.txt attached.
If publishing manually from UploadStash, I am notified to come back tomorrow, but nothing shows up later. Sometimes, it still shows up in UploadStash after reloading the page. The latest publication attempts were 18ae3350bjug.qirqbz.1387368.webm and 18aeb5u3c4rk.ywyqyv.1387368.webm. On my system, the file is 1097196889 bytes. It is 1046 MiB in UploadStash.
When uploading with bigChunkedUpload.js with "use stash and async (recommended for large videos and photos)" option unchecked, I get "…: FAILED: internal_api_error_DBQueryError: […] Caught exception of type Wikimedia\Rdbms\DBQueryError". See log2.txt, log3.txt, and log4.txt attached.
