Create a project for the Toolforge Tool 'itwiki'

Hello everyone!

The itwiki community has some (+7) bots running on Toolforge on a tool called "itwiki" (https://admin.toolforge.org/tool/itwiki) and I would be amazing to have a Phabricator project to track down stuff about these bots.

As author of some of these bots and a maintainer of some others, surely this thing will be useful mainly to me at first, but I hope it will also be useful to others as well.

Feel free to adapt this idea after other tools, but the general concept was simply this:

Editable by: everyone
Joinable by: everyone

This can be self-serviced from within Toolsadmin/striker I believe.

In my understanding of https://phabricator.wikimedia.org/T144111 it should be possible to create a subproject under https://phabricator.wikimedia.org/project/profile/703/ (It's also very recommended to make it include a link to the source code of those tool(s).)

Yup that's the medium-term purpose. That's not that easy because we have ~6 repositories.
