currently, https://dumps.wikimedia.org/legal.html makes it seem like all of Wikidata is under CC0 however, content not in the Item, Property, Lexeme or EntityScheme namespaces is under CC BY-SA 3.0 instead (see Wikidata:Licensing). This should be changed to clarify what namespaces it applies to.
