The Insert>Template feature is disabled in the Reply tool's visual mode. Right now, if you type the key sequence for bold or italic formatting, you get a message saying that wikitext has been detected. It would be nice if a similar message could be added to the Reply tool that tells editors that they can insert templates in the wikitext source mode.
