It looks like a website for hosting non-free files (with non-commercial or no-derivatives restrictions). It isn't hosted on Wikimedia Foundation infrastructure or supported by the WMF. I'd consider it out of scope because it's outside of the Wikimedia projects and it deals in non-free software.
