It's a site-security mandated change, not community-mandated. No, I don't think consensus should be required.
As for the signoff, I'm happy to deploy it, it doesn't make sense to have less-privileged group there than a higher-privileged one (I mean, AFH < AFM, and AFH is already there). Treat it as signed off ;).
