Control where to publish a translated section

Description

Users may need more control about the exact position where a section has to be published on the target article.
In early versions of Section Translation, new sections were published at the very end of the article (after "closing" sections such as "references"), which requires always to move them to a more appropriate position. In addition, this was hard to achieve on mobile.

The default publishing position is improved in T263139, in case this is not enough we may need to provide specific control about where to move the published translation. This can happen in two places: the preview step and the follow-up option after publishing.

Another consideration, given the general challenge of moving sections around, is whether this should be supported through a more generic feature of the editing tools. that is, making it easy to rearrange sections when editing an article in Visual Editor.
