Remove "Tutorial page title" from Special:EditGrowthConfig

Description

Special:EditGrowthConfig allows users to edit "Tutorial page title". That variable is used only in start module, and probably does not need to be included in Special:EditGrowthConfig. Requested by @MMiller_WMF in T280150#7003815.

I'm confused, what's the point in making $wgGEHomepageTutorialTitle non-configurable? Clearly it needs to be confiugred separately for every wiki and is something the community can manage best. Is the plan to remove the variable from our code entirely?

If I understand the code right, we currently don't display the tutorial at all, so it makes litle sense to ask people to configure it. So I would say that removing it is the goal, but @MMiller_WMF will probably have a better answer to "do we want to remove tutorial for good".

Oh, right, that's for the tutorial module that was effectively disabled when variant A code was removed. Yeah, we should properly remove it then.

@MMiller_WMF we can remove this completely (from the extension code, not just the form), right?
