Add a unified text highlight component to Codex

Description

Currently there is no text-highlight (“marker“) design component in Codex .

As part of the efforts in Codex, we should create an updated component that:

  • Updates the colors to be aligned with the Wikimedia color palette
  • Works with the current cases in use (e.g., CX sentence highlighting in Yellow90, VE link highlighting in Accent90, GrowthExperiments structured tasks links in yellow90 and blue90 when active, Edit check in VE):

Related to this, we may consider adjusting the specific values used for Yellow90 (and possibly also Gren90 and Red90) to make sure they work better as background colors for text. In my experience, the yellow highlight is a bit too subtle and can be missed at times when used to highlight text.
