See T280420: ores-beta.wmflabs.org is unreachable

This happened because scap reported a successful deployment even though the uwsgi workers crashed on startup due to a bug introduced in the service code.

This should not happen. Scap should wait until uwsgi start successfully to report that the deployment was successful
