The icinga check for mediawiki-error-rate-${cluster} points to an dashboard which is label as "phased out" we should update the check to point to the new dashboard

@jijiki: Per emails from Sep18 and Oct20 and https://www.mediawiki.org/wiki/Bug_management/Assignee_cleanup , I am resetting the assignee of this task because there has not been progress lately (please correct me if I am wrong!). Yes, alert was moved to https://gerrit.wikimedia.org/r/plugins/gitiles/operations/alerts/+/refs/heads/master/team-sre/mediawiki.yaml#159 with the correct dashboard.
