I'm not sure what's the requested change. You should be able to import from all beta projects, and that appears the case – there are only two wikibooks in beta (English, and Spanish). It doesn't make much sense to import from self (ie. from enwikibooks to enwikibooks), so having only eswikibooks there makes sense to me.

I think what is meant is that importing from production isn't possible (yet?).
