Confusingly, they are nested under the "editing" bullet. This should be fixed, but how?

Some ideas:

• just change the text from "editing" to "partial blocks"
• have a separate top-level bullet for partial action blocks
• separate each action into its own top-level bullet, so e.g. "Uploading files" is at the same level as "account creation disabled" (in which case I guess we'd want to change the text from "Uploading files" to "uploading files disabled"?
