Enables our tooling for non-mediawiki sights. This not currently on our roadmap.

This task has been languishing for quite some time now. As @VirginiaPoundstone said in T281764#10470558, this wasn't on our roadmap, it still isn't, and won't until someone wants to create an MP-based instrument on a non-MediaWiki site.
