Replace bootstrap-vz to generate Docker base images

Description

We use bootstrap-vz to generate Docker base-images or TTBOMK also to create cloud VPS images. bootstrap-vz however was removed from Debian since it's dead upstream and was never ported to Python 3: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=939485
