SPIKE: Investigate complexity of language sharing in OCRs

Description

In design flows, we've run into the problem of:

  • Having the contributor pick an OCR that does NOT support the language that the book is in

This opens up the question:

  • Is there a way to auto-default to a ocr based on language detection, if it fails in one OCR, it tries the second?
  • consolidate the language codes between the two OCRs so that we can have the ideal flow:
    • user picks language first
    • IF both OCRs support it, then they get to pick one from both
    • ELSE it picks the one that supports it and does NOT give them the option of supporting it
