As part of our redesign work we plan to start from scratch with a new base template for the site. This will start off being used for the homepage alongside the other base template, but will eventually be used throughout the site.
The new base template should use Bootstrap 4, and include the new site footer.
Acceptance criteria
- There is a new base template alongside the existing one
- The base template footer reflects the designs in the design specification
