Allow Article as a Living Document to show survey prompt and recalculate test/control with a new announcement ID

Description

In the future, we want to be able to change change the announcement identifier in wikifeeds and change the percentage, resulting in the user test/control bucket to get recalculated and the user asked the survey prompt again. Followup to task https://phabricator.wikimedia.org/T277613.

There's not really any way to test this besides regression once wikifeeds is updated. Moving this to PM signoff - regression testing can be done as a part of https://phabricator.wikimedia.org/T282190.
