[mwcli mwdd] Provide a command that can easily tail mediawiki logs

Description

It was requested that this feature be carried over from previous mwdd versions.
This should look something like mwcli mwdd mediawiki logs -f debug.log for example, which would follow the debug logs?
In the future when things can be documented around this could perhaps just be done via the exec command intead?

Not sure if this is really needed, or if it should just be documented...

For example:

mwdd mediawiki exec -- tail -f /var/log/mediawiki/debug.log

Thoughts @jeena @kostajh ?

I would just document it and come back to it later if there's a desire to make this simpler for people.
